Abstract
Der Vortrag geht auf den Arbeitsstand und die ersten Ergebnisse aus dem BaRKa-Projekt ein. Es kann eine große Vielfalt der Kapazitätsmodelle in den deutschen Ländern gezeigt werden. Mit Blick auf den ZSL wird das Ziel des Kapazitätserhalts flächendeckend angestrebt und Teile der Hochschulfinanzierung, folgen den studierendenbezogenen Parametern des ZSL. Die angestrebte Dauerhaftigkeit geht mit weniger Flexibilität im Personaleinsatz einher, und angekündigte Sparmaßnahmen gefährden die finanzielle Planbarkeit. Auch ergibt sich kein einheitliches Bild, inwiefern durch ZSL-Mittel kapazitätsneutrales Personal beschäftigt werden kann und sich die Studienqualität erhöht.
