Abstract
The presentation deals with the current status and initial results of the BaRKa project. A wide variety of capacity models in the German federal states can be shown. With regard to the ZSL, the aim is to maintain capacity across the board. Parts of higher education funding follow the student-related parameters of the ZSL. The desired permanence goes hand in hand with less flexibility in staff deployment, and announced cost-cutting measures jeopardise financial predictability. There is also no uniform picture of the extent to which ZSL funds can be used to employ capacity-neutral staff and improve the quality of studies.
