The project examines the (procedural) quality assurance in appointment affairs provided by officers for appointment procedures at German universities. Following the recommendations of the German Council of Science and Humanities on the organisation of appointment procedures in 2005, officers for appointment procedures are understood as persons “taking on responsibility for the appropriate and smooth run of the proceedings as representatives of the university administration”. In the project context, officers for appointment procedures are considered second-level observers who perform duties of quality assurance in appointment procedures and – depending on the remit of their positions – various additional tasks in supervising the processes. These tasks range from identifying funding structures for new professorships, and initialising and implementing strategic measures of personnel recruitment to taking on a bridging function between administration and sciences or central and decentral university stakeholders in the appointment process.
The project aims to reconstruct the establishment of new types of functions and roles of the “Officer for Appointment Procedures” and to gain information for answering the general question about the institutionalisation of news tasks at the interface of science and administration in the German higher education sector. In the course of the transformative project, the project will cooperate with the department for appointment matters at Leibniz University Hanover. A contribution to the quality development of appointment procedures is made by facilitating the development of a country-wide network of officers for appointment procedures.
