Regina Oelfke has been administrative director of the German Centre for Higher Education Research and Science Studies (DZHW) since 1 October 2025. Previously, from 2021, she was a member of the executive board of ÜSTRA Hannoversche Verkehrsbetriebe AG, where she was responsible for finance and legal affairs, as well as managing director of Verkehrs- und Versorgungsgesellschaft (VVG) Hannover GmbH. Since 2018, she was also a member of the management board of RegioBus Hannover GmbH.
From 2007 to 2017, she headed the legal services department of the Hannover Region. During this time, she was, among other things, an authorised signatory for Zoo Hannover GmbH (2011–2013) and provided legal and economic support for committee and investment processes. She began her career at the city of Laatzen, where she headed the legal department and the department of building supervision from 1998 to 2007.
Regina Oelfke studied law at Leibniz University Hannover and completed her legal training at the Higher Regional Court of Celle. She passed her first state examination in 1992 and her second state examination in 1998. She also completed additional studies in European legal practice (MLE) during a year abroad in France.
Alongside her professional career, she studied business administration at the economic institute of the FernUniversität in Hagen, graduating with a degree in business administration (IWW) in 2015. She is also completing a part-time master's degree in human resources and organisation at the University of Koblenz-Landau.
