Emanuel Kulczycki ist Leiter der Abteilung „Forschungssystem und Wissenschaftsdynamik“ am Deutschen Zentrum für Hochschul- und Wissenschaftsforschung (DZHW). Zudem ist er Inhaber einer W3-Professur für Wissenschaftsforschung an der Humboldt-Universität zu Berlin.

Er habilitierte sich 2016 in Philosophie an der Adam-Mickiewicz-Universität in Posen und promovierte 2011 an derselben Einrichtung in Philosophie. Er studierte Philosophie und Kommunikationswissenschaften an der Adam-Mickiewicz-Universität und hatte Professuren in Philosophie (Adam-Mickiewicz-Universität) und Informatik (Westpommersche Technische Universität in Stettin) inne. Bevor er im Februar 2026 zum DZHW kam, leitete er von 2016 bis Januar 2026 die Forschungsgruppe Wissenschaftliche Kommunikation an der Adam-Mickiewicz-Universität in Posen.

Seine Forschungsschwerpunkte liegen in der wissenschaftlichen Kommunikation, in Forschungsbewertungs- und Evaluationssystemen, der Szientometrie, dem mehrsprachigen wissenschaftlichen Publizieren sowie dem Phänomen des Predatory Publishing. Darüber hinaus ist er aktiv in der Wissenschaftspolitik engagiert: Er war Vorsitzender von ENRESSH (2016–2020), Mitbegründer der Helsinki Initiative on Multilingualism (2019) sowie Ko-Vorsitzender der CoARA-Arbeitsgruppe zu Sprachbias in der Forschungsbewertung (2023–2025).

Abstract

Co-authored by Vasily Nalimov and Zinaida Mulchenko, Naukometriya (1969) introduced the term that came to name the field of scientometrics. However, the book itself had limited impact on the development of the field outside the Eastern Bloc. This paper examines how problems of translation shaped the global circulation of one of scientometrics’ foundational texts. We reconstruct the history of the book’s only English version, a 1971 machine translation produced with the Systran system for the U.S. Air Force, and assess its quality using the Multidimensional Quality Metrics framework.

This study investigates the diversity of national scholarly journal publishing ecosystems in seven countries across Europe and Latin America: Argentina, Brazil, Colombia, Finland, Mexico, Poland, and Türkiye. It challenges the common perception that global scholarly publishing is dominated by international commercial publishers by examining national publishing structures beyond English speaking contexts.
