Eva Vögtle schloss im Jahr 2013 ihre Promotion am Fachbereich Politik- und Verwaltungswissenschaften der Universität Konstanz ab, zuvor war sie dort mit dem DFG-Projekt "Nationale Bedingungen länderübergreifender Politikkonvergenz am Beispiel des Bologna-Prozesses" befasst. Im Jahr 2013 forschte sie am Sonderforschungsbereich 597 "Staatlichkeit im Wandel" der Universität Bremen zu studentischer Mobilität bevor sie im September 2013 zum DZHW wechselte. Dort war sie zwischen 2013 und 2016 mit der Evaluation des Bund-Länder-Wettbewerbs "Aufstieg durch Bildung: offene Hochschule" befasst. Zwischen 2017 und 2019 war sie Teil des EUROSTUDENT Teams und leitete zudem in 2019 das Projekt "Vergleichende Governance von Hochschulen in den Ländern (VerGHiL)". Seit 2020 erforscht sie Typen von Hochschulzulassungsregimen im europäischen Vergleich und führt ihre Forschungsaktivitäten im Rahmen des DZHW-Forschungsclusters "Mobilität von Hochqualifizierten" fort.
